Ha! that didn’t take as long I was fearing. Turns out, when you reinstall the governor arm you need to turn both it and the shaft (with a pair of pliers) as far as they’ll go together in a clockwise direction before you snug down the pinch bolt that holds them fixed. I’m sure glad I didn’t just spend an hour removing the million or so cover pannels on the engine trying to figure out if I can get at the flywheel without splitting the case…. oh wait, I did just do that.. crap. I always was one for learning things the hard way.
In summary. Here’s the instructions from the manual. They’re in the “assembly” section page 68 (not the “fuel system and governor” section, I mean, why would they be?)
